Comprehensive health and safety management enables Bouygues Construction to rank among the best in the construction industry with a number of workplace accidents that is four times lower than the average for France in the industry. The frequency rate is of 12.82 as opposed to 55.291 on average, and the severity rate 0.54, as against an average of 3.14. However, results have dipped slightly compared to 2005, specifically because of an extremely rapid growth in business leading to the recruitment of many younger, less experienced personnel, and the acquisition of companies with frequency rates closer to the French national average. These factors have led us to reinforce our accident prevention policies.
All Bouygues Construction subsidiaries maintain a strong commitment to accident prevention. Employee awareness is raised by poster campaigns and training sessions that often take an innovative form, such as a “building licence” granted to site workers who have successfully passed a safety test. Strong emphasis is given to the adoption of these practices internationally, including in countries whose local legislation is less stringent than French legislation.
As part of the 2006 profit-sharing agreement, it was decided that subsidiaries’ safety records will be taken into account in calculating profit-sharing bonuses.
In 2006, road safety improvement continued with accident prevention campaigns, such as that of DTP Terrassement which provided road safety training for all of its employees. Brézillon was awarded the Laplace Trophy by the French safety organisation CRAMIF in October 2006 for its global road safety risk management system, which has helped cut road accidents by 40% in three years.

Involving partners, suppliers and subcontractors in our safety approach
Efforts to ensure that temporary workers take part in safety training sessions continued in 2006, which enabled us to stabilise the accident frequency rate involving casual personnel at 19.64, following a very sharp fall of 18% the previous year.
Involving subcontractors in our drive for improvement is one of the priorities of our safety policy. In January 2006, for example, one of our structures signed a partnership agreement with the OPPBTP (the French construction industry accident prevention organisation) to develop information, training and accident prevention measures targeting the personnel of its main partners and subcontractors.

There continues to be greater use of an ergonomic approach. In 2006, Bouygues Travaux Publics hired an ergonomics consultant to oversee the rollout of occupational standards on all contracts. The consultant’s input led to the improvement of workstations on the tunnel boring machines being used for the A41 motorway and the Gautrain rail link projects, in France and South Africa respectively.
Another important step is development of a new type of form panel for the construction of concrete walls, which has been specifically designed for safe working and ease of use.

Developing health protection programmes for our employees
A comprehensive inventory of potentially dangerous substances has been drawn up in order to eliminate all products that involve a potential health hazard and establish recommendations for the use of other products. As a result, the use of a number of form oils were banned.
The objective for 2007 is a commitment to protect the health of our employees, particularly with regard to the dangers of drug and alcohol abuse and smoking.
