Bouygues Construction makes changes to its governance
Following on from the appointment of Pierre-Éric Saint-André as Chief Executive Officer of Bouygues Construction, the company has made changes to its operational governance with effect from January 1, 2026, to support its ambitions in France and on international markets in the Building and Civil Works sectors.
Bertrand Burtschell, Deputy CEO of Bouygues Construction and CEO of Bouygues Travaux Publics
Bertrand Burtschell joined the Group in 1994 in Hong Kong. Over the next decade he took part in a number of major infrastructure projects, first in France and later in Hong Kong and Switzerland. From 2006, he successively headed up operations regarding major projects in the Paris region, then for France and Europe, and subsequently for Bouygues Travaux Publics Régions France and PraderLosinger Sion in Switzerland.
He was named Deputy CEO of Bouygues Travaux Publics in 2020, and CEO in 2023.
On January 1, 2026, Bertrand Burtschell became Deputy CEO of Bouygues Construction and CEO of Bouygues Travaux Publics. His area of responsibility includes specialist activities (Mining and VSL International).

Philippe Jouy, Deputy CEO of Bouygues Construction with responsibility for Bouygues Bâtiment International
Philippe Jouy began his career as an environmental engineer in the United States. He joined the Bouygues group in 1993 and held a number of positions in the finance function, including a period in the Audit department at Bouygues SA from 1999. He transferred to Bouygues Construction in 2002 as financial director for the Americas at Bouygues Bâtiment International. In 2005, he became finance director of Bouygues UK, and from 2007 he held general management roles in the UK and then in France.
In 2015, he was appointed president of Bouygues Bâtiment Nord-Est. He transferred to Hong Kong as CEO for the Asia Region at Bouygues Bâtiment International in 2021, and in June 2022 he was appointed Deputy CEO of Bouygues Construction, with responsibility for Bouygues Bâtiment France.
Since January 1, 2026, he has been responsible for all international Building activities.

Daniel Lopes, Chief Executive Officer of Bouygues Bâtiment France
Daniel Lopes joined Bouygues Construction in 1996 as a site engineer in the housing sector at Bouygues Bâtiment Île-de-France. He held a series of operational and managerial positions, and by 2010 he had become deputy CEO for the social housing business line.
In 2011, he transferred to the tertiary sector as CEO for public facilities operations in the Paris region. In March 2019, he switched to the social housing sector as CEO of Bouygues Bâtiment Île-de-France - Habitat Social. He was responsible for merging the social housing and refurbishment business lines, and in July 2019 he was named CEO of the new entity. In November 2022, he became Chairman of Bouygues Bâtiment Sud-Est in Lyon.
On January 1, 2026, he was appointed Chief Executive Officer of Bouygues Bâtiment France.
