A new complex supporting Hong Kong’s emergency services
Dragages Hong Kong, a subsidiary of Bouygues Bâtiment International, delivered the Fire Services Department Tiu Keng Leng Complex, a major development bringing together emergency response facilities, departmental quarters and supporting infrastructure within a single site.
The development comprises a five-storey fire station and ambulance depot, topped by 12 storeys of departmental quarters providing 132 residential units, as well as an ancillary eight-storey drill tower. The project also included the design and construction of the piled foundations, substructure and podium, together with multi-functional facilities supporting the operations of the Fire Services Department.

Modular construction enhancing efficiency and safety
The Tiu Keng Leng Complex marked Dragages Hong Kong’s first project delivered using Modular Integrated Construction (MiC). A total of 648 modules were installed to create the 132 departmental quarter units, with MiC accounting for more than 80% of the domestic gross floor area.
By transferring a significant proportion of construction activities to a controlled off-site environment, the approach helped meet a tight construction schedule while improving efficiency and safety on site. In particular, it reduced working-at-height activities by around 70%.
The project also incorporated innovative solutions including a self-balancing MiC lifting frame and a range of smart safety initiatives. These measures contributed to the project receiving CIC Smart Site Safety System (4S) Labelling recognition, highlighting the role of digital and construction innovation in enhancing site safety.
