A new university hospital for Montenegro
Bouygues Bâtiment International has been selected by the Montenegro Ministries of Public Works and Health to design and build a new state-of-the-art university hospital in Podgorica, under an intergovernmental agreement between France and Montenegro. The 562-bed complex will be developed on the site of the current Clinical Centre of Montenegro and directly connected to the University of Montenegro Faculty of Medicine.
The project forms part of Montenegro’s efforts to modernise its healthcare system and strengthen medical infrastructure across the country. Designed as a leading regional centre for healthcare, research and education, the new hospital will provide advanced facilities including 19 operating theatres for adults and children, 117 intensive care units, an accident and emergency department, laboratory research facilities, as well as dedicated spaces for teaching and medical training. Its direct connection to the Faculty of Medicine will also contribute to enhancing training opportunities for future healthcare professionals.

Combining resilience, sustainability and continuity of care
Located in a seismically active region, the future hospital will incorporate engineering solutions designed to ensure its long-term resilience and performance. These include post-tensioned slabs, while the building as a whole will be designed and constructed in accordance with stringent seismic standards.
Environmental performance is also central to the project. The hospital is targeting LEED Silver certification and will comply with the European Energy Performance of Buildings Directive. Designed to meet nearly zero-energy building (NZEB) standards, it aims to reduce energy consumption by 10% compared with national NZEB thresholds and will incorporate solar panels.
A further challenge will be to deliver the new facility while maintaining healthcare services on the existing site. Construction will therefore be carried out in stages, with up to 700 people working on site at peak periods. Close coordination with the Clinical Centre of Montenegro teams will help minimise the impact of the works and ensure continuity of care throughout construction.
